Zone Demand

Is there a way to stop the commercial residents from always moving out?

This is a very good question, but in order to answer it I need to tell you some about the zones in SimCity 2000.

In SC2K, a new city has very little commercial demand. As a matter of fact, when you start a city you really should only be focusing on residential and industrial. When you have enough residential and industrial areas, commercial will slowly begin to perk up at around 25-30,000 or so.

These changes can be viewed on the Demand Bar (you can read a Tip of the Week on the Demand Bar). Basically, an industrial or commercial zone begins to decline when Residential areas are running out of room. This leads to Residential showing up very high on the demand bar, with industrial or commercial in decline.

So, just be patient and build up your city with mostly residential and industrial. Commercial will slowly pull up out of decline.
