Water Treatment Dillema/Education Woes

How many treatment plants, desalinazation plants, and water towers are needed in a city?

This obviously depends on the size of your city. You shouldn't really need a treatment or desal plant in your city until it reaches a population of 20,000 or 30,000. After that, one of each should be enough, unless you get most of your water from the ocean, in which case other desal plant wouldn't hurt.

As for water towers, I've never really seen much need for them, but if you have the space and the money it's probably a worthwhile cause.

I'm having trouble getting my EQ above 90. Any ideas?

First of all, you need to check to see if you have adequate schooling. Run a query on each of the school's in your city. If they have a grade of a D or below, build some more. The position of the schools doesn't matter.

After that is fixed, if you have the funds & space, build some libraries and colleges. Museums aren't really that important, but if you have the funds go for it.

Also, to help boost your EQ a bit you can enact some Education Ordinances in the Ordinance window. Ask the Education and Ordinance advisors for some advice.
