City Design/Aesthetics
City design makes up for a lot of your city. A city with a bunch of dense commercial areas rammed together will usually be bigger in population than some spread out light commercial areas.

I prefer to start a city with a set of 4 equal blocks close together in a square.

I zone 2 of the areas residential and one each for industrial/commercial. When the demand comes, I put police/fire/hospitals on one of the edges to create more blocks. Then I expand behing the city service buildings. This lets both areas use the same police station, etc.

If you don't want much crime and/or pollution, use lots of police stations and parks to increase land value and decrease crime. It's also good just to include some tiles with nothing on it except maybe trees, trees increase land value a lot.

Overall, try to use some type of grid system, don't just build all over the place. There are some great tutorials at Peter's Place that will give you some examples.

And overall, be creative.
