Charleston Scenario

The Charleston scenario is hard. The best thing you can do is wait until the flood subsides and rebuild. You start with a population of 35,000 and need to raise it to 45,000 after a flood. Sounds fun? Roll up your sleeves and start placing the sandbags.

Here is a step-by-step plan to beat Charleston:

  1. Pause the simulation and choose No Disasters.
  2. The winds will cause some buildings to blow up and start fires. Tend to those first. There will also be the flooding, which is pretty hard to stop. The best thing to do is wait it out, eventually the flood will seep back into the ocean.
  3. After fires are out and the floodwaters are gone, pause the game. Clear rubble and restore roads and power to the destroyed area. Re-zone the area all high-density.
  4. You can zone both areas near the Grace Memorial Bridge. If you need cash issue a bond.
  5. Now, check underground. If you need more pumps, which you probably will, build some near the swamps.
  6. Lower taxes to 0%.
  7. Set the simulator to llama and watch the sims clean up.
