Oakland Scenario

This is one of the hardest scenarios, it's actually nearly impossible. You need to put out a huge fire, then get a population of 50,000- all in 5 years.

Here's a step-by-step plan to beat Oakland:

1. Pause the simulation ASAP.
2. Check off No Disasters (I know it's too late, but you don't want a hurricane during rebuilding right?).
3. Bulldoze a firebreak around the fire. Put water down around it.
4. Send the firefighting teams in.
5. When the fire is out, locate Lake Temescal.
6. Zone, power, and provide roads to the little valley below the lake.
7. After that, cover every square of land that you can with zones.
8. Lower taxes to zero, set the speed to cheetah and pray it works.
